Kelleigh opened the meeting and all the guests introduced themselves.
III. Approval of the Minutes
Motion by Jane to approve the minutes from March, 2 nd by Dan M. All in Favor – the
motion passes.
IV. Community Announcements

V. Quarterly Financial Report
The first quarter, ending March 31, has the SWP in fairly good shape financially

Our monthly expenses should be averaging $35,000 a month
At the end of March we had a cash position of $83,000. In addition we have an early
April deposit of $23,000.
With the Goldseker grant and the State of Maryland Regional Initiative Funds, we will
have cash to get us through June 30 th . At that point it will be critical for the
organization to collect the contributions from the Anchor Institutions.
In the first quarter the only budget line item that was overspent was the annual
meeting. This expenditure was $2,000 over budget. Part of the reason for this over
expenditure is that we have traditionally had 350 reservations for attendance, in 2019
we had over 450 reservations. In order to meet the need we ordered more food.
The Finance Committee discussed the annual meeting and the Palooza costs in
depth at our last meeting. We feel strongly that Curtis needs volunteers to commit to
working with him to keep costs in line with the budget. To this end the Finance
Committee is stepping up to work with him on the palooza. We welcome other
volunteers to help out so we can continue to have quality yet affordable events to
celebrate our community.
VI. Governance Committee
● Khandra is not here Kelleigh delivered the updates
1. Last month Bill requested a taskforce be created or some way to interface
with the work the “Boulevards Committee” is doing to work on making
MLK Boulevard safer and more inviting. The Governance Committee
recommends that they work through the Vibrant Streets committee, the
work of each group is complementary. Dan and Bill agreed with the
suggestion and will work together on it.
VII. Fund Development Anchor Meeting – Jane
Jane – Dr Perman has arranged a breakfast meeting for all the leaders of the
anchor institutions and the Executive Committee of the SWP in his office on
Monday the 22 nd . We will thank the anchors for their support, remind them how
important it is, and ask them to recommit to financially supporting the SWP with a
multiyear commitment.
The Fundraising Committee will meet again on the 24 th at 4:30 – everyone is
invited.
VIII. Palooza Update
Curtis – The Palooza with be June 29 th @ Greater Model Park from 1-4
o We need volunteers
o Scott – What if we don’t get enough volunteers – then we will have to hire
staff
o A brief discussion ensued about cost vs return of this and all the events of
the SWP. It will need to be revisited.

Live Baltimore Trolley Tour is coming to our neighborhoods in May
o We need volunteers for this too.
IX. Committee Reports
Scott – Historic Preservation is still working on all the same projects we have
been and we have added two.
o We plan to help out with the Carroll Museum House planning and with St
Lukes Church.
Dan R. – The small grant requests will be reviewed at the next meeting of the
committee, which is on Thursday the 25 th at 7PM
X. New Business/ Old Business
● Ben Marks – Ridgelys Delight would like to join the partnership. They have 500
homes, 1200 residents. Their next community meeting will actually take place in
Pigtown at George Washington Elementary School on May1st at 7PM
1. The governance committee is still working on a process and will bring an
update to the next meeting.
● The neighborhoods have protested three liquor licenses. The hearings are all
scheduled for the 25 th and we need to get letters into the board by Tuesday.

● Bon Secours is hosting a Mobile Market and CSA on May 4 th
● Committee Chairs are reminded to review and establish priorities for the year.

Amendment to the minutes from March 2019
Troy is against purchasing the Lord Baltimore Theater because the price is well above
market. If SWP enters into negotiations to purchase another property, the property
owner might know that the SWP has paid well above the market price in the past and
might expect the same thing again. This could really damage SWP’s leverage in
negotiating the best deal. Furthermore, the SWP has a list of properties that fall into the
same category as this property and someone could purchase the properties on the list
that SWP has deemed critical to improving the Baltimore corridor and wait for SWP to
pay them well above market value since the precedent has been set.
